New Mexico has a rocky gambling past. When the Indian Gaming Regulatory Act was signed by the House in 1989, it looked like New Mexico might be one of the states to cash in on the American Indian casino craze. Politics guaranteed that would not be the situation.
The New Mexico governor Bruce King appointed a task force in 1990 to create a compact with New Mexico Amerindian tribes. When the panel came to an agreement with 2 big local tribes a year later, the Governor declined to sign the agreement. He held up a deal until Nineteen Ninety Four.
When a new governor took over in Nineteen Ninety Five, it seemed that Amerindian betting in New Mexico was a certainty. But when the new Governor passed the compact with the Indian tribes, anti-gambling groups were able to hold the deal up in the courts. A New Mexico court ruled that Governor Johnson had out stepped his bounds in signing a deal, thus denying the state of New Mexico hundreds of thousands of dollars in licensing fees over the next several years.
It took the CNA, passed by the New Mexico government, to get the ball rolling on a full compact between the Government of New Mexico and its Native tribes. Ten years had been squandered for gambling in New Mexico, including Amerindian casino Bingo.
The non-profit Bingo industry has increased since 1999. That year, New Mexico charity game operators acquired only $3,048 in revenues. This number grew to $725,150 in 2000, and surpassed a million dollars in 2001. Not for profit Bingo earnings have increased steadily since that time. 2005 saw the greatest year, with $1,233,289 earned by the owners.
Bingo is apparently popular in New Mexico. All kinds of owners look for a piece of the action. With hope, the politicians are done batting around gaming as an important issue like they did in the 1990’s. That’s without doubt wishful thinking.
