New Mexico has a stormy gambling background. When the IGRA was passed by Congress in 1989, it seemed like New Mexico might be one of the states to get on the Native casino bandwagon. Politics assured that wouldn’t be the situation.
The New Mexico governor Bruce King appointed a working group in 1990 to negotiate a compact with New Mexico Amerindian tribes. When the panel came to an accord with 2 prominent local bands a year later, the Governor refused to sign the bargain. He would hold up a deal until 1994.
When a new governor took office in Nineteen Ninety Five, it seemed that Indian gambling in New Mexico was now a certainty. But when Governor Gary Johnson signed the accord with the Amerindian bands, anti-gaming forces were able to hold the accord up in the courts. A New Mexico court found that Governor Johnson had overstepped his bounds in signing the compact, thereby costing the government of New Mexico many hundreds of thousands of dollars in licensing revenues over the next several years.
It required the CNA, passed by the New Mexico government, to get the process moving on a full contract between the Government of New Mexico and its American Indian bands. Ten years had been burned for gambling in New Mexico, which includes Indian casino Bingo.
The nonprofit Bingo business has increased since 1999. That year, New Mexico non-profit game providers brought in just $3,048. This number grew to $725,150 in 2000, and surpassed a million dollars in 2001. Nonprofit Bingo earnings have grown steadily since then. 2005 witnessed the greatest year, with $1,233,289 earned by the providers.
Bingo is apparently popular in New Mexico. All types of owners try for a piece of the pie. Hopefully, the politicians are through batting around gambling as a hot button factor like they did in the 1990’s. That’s without doubt hopeful thinking.
