New Mexico has a bitter gambling past. When the Indian Gaming Regulatory Act was passed by Congress in Nineteen Eighty Nine, it looked like New Mexico might be one of the states to get on the Indian casino bandwagon. Politics guaranteed that wouldn’t be the situation.
The New Mexico governor Bruce King appointed a task force in 1990 to draft an accord with New Mexico Native bands. When the task force arrived at an agreement with 2 important local bands a year later, Governor King refused to sign the bargain. He held up a deal until 1994.
When a new governor took over in 1995, it appeared that Amerindian gambling in New Mexico was now a certainty. But when the new Governor signed the accord with the Native bands, anti-gambling groups were able to tie the deal up in courts. A New Mexico court found that the Governor had out stepped his bounds in signing the compact, thereby costing the state of New Mexico hundreds of thousands of dollars in licensing revenues over the next several years.
It required the CNA, passed by the New Mexico legislature, to get the ball rolling on a full contract between the Government of New Mexico and its Amerindian tribes. A decade had been lost for gambling in New Mexico, which includes Amerindian casino Bingo.
The non-profit Bingo industry has increased since Nineteen Ninety-Nine. That year, New Mexico charity game providers brought in just $3,048. This number grew to $725,150 in 2000, and passed a million dollars in revenues in 2001. Nonprofit Bingo revenues have increased steadily since then. 2005 witnessed the biggest year, with $1,233,289 grossed by the operators.
Bingo is clearly favored in New Mexico. All sorts of operators look for a slice of the action. With hope, the politicians are done batting over gambling as a key factor like they did back in the 90’s. That is most likely hopeful thinking.
